EXECUTIVE SUMMARY
August deepened Cuba's multidimensional crisis, with an alarming record of social violence. Cubalex documented 94 public protests, less than half the number in July, concentrated in Havana and consisting of pot-banging demonstrations motivated by prolonged blackouts and another shutdown of the National Power Grid. In this context, there was an apparent reduction in militarization events, but these deployments failed to contain the citizen violence, which reached its highest point since Cubalex began monitoring this variable, with a record number of homicides.
On the repressive front, 280 events were recorded, including 543 incidents of harassment against at least 187 victims: incident 50% involved individuals deprived of their liberty. Death threats were documented against political prisoners Ediolvis Marín and Fausto René Ramos, who stood out as the victims of the most harassment, followed by Danisbel Labrada. Five deaths in custody were also reported. Among the most serious repressive events were three enforced disappearances and 30 arbitrary detentions, including groups of minors. Incidents of violence or harassment, transfers, threats or coercion, and police surveillance or monitoring operations characterized the repression during this period.
IMPACT ON HUMAN RIGHTS
The report reflects a state apparatus that prioritizes coercive control over guaranteeing life, security, and the provision of essential basic needs; and it reveals a collapse that systematically violates human rights in Cuba in multiple dimensions.
The right to life and personal integrity suffers a critical impact. The State fails in its duty as guarantor by allowing deaths in custody due to lack of medical attention, and by permitting torture such as death threats against political prisoners. Meanwhile, the record of Homicides demonstrate an alarming lack of protection for citizen security.
Faced with a profound crisis of access to public services, healthcare, and food, the State criminalizes freedom of expression, association, and protest. Arbitrary arrests, enforced disappearances, and deprivation of liberty affecting minors demonstrate a blatant disregard for their best interests. Guarantees of due process and personal liberty are nullified through a pattern of constant harassment and preventive police operations that restrict the movement of activists and generate profound legal insecurity for the entire population.
