Summary<\/p>\n

Cubalex identified more than 100 people affected by repressive actions against journalists, independent communicators and people in their environment during 2026.<\/p>\n

The monthly frequency of incidents ranged between 25 and 40 events until the end of October.<\/p>\n

Greater severity and duration of attacks: from brief detentions and short-term enforced disappearances to prolonged imprisonment, criminal proceedings, threats of long sentences and pressure to leave the country.<\/p>\n<\/div>\n\n\n\n

The arrests of independent journalists Camila Acosta, Adelth Bonne Gamboa, and Yoani S\u00e1nchez marked a new repressive escalation against the independent press in Cuba<\/a> During this week, the actions were accompanied by police surveillance, interrogations, violence, threats, and restrictions on freedom of movement.<\/p>\n\n\n\n

Added to this scenario were police summonses against members of independent audiovisual projects, such as Fuera de la Caja, and surveillance of journalist Boris Gonz\u00e1lez Arenas, in a context of operations aimed at preventing journalists and communicators from participating in activities organized by foreign diplomatic representations.<\/p>\n\n\n\n

These events are not isolated incidents. Records from the Cubalex Monitoring team for 2026 show that The Cuban repressive apparatus maintains a sustained pattern of harassment against a core group of independent journalists and communicators, but has increased the intensity of the measures used against some of them.<\/strong><\/p>\n\n\n\n

The data collected by Cubalex makes it possible to identify more than 100 people affected during 2026, including journalists, independent communicators, family members and other people in their environment.<\/p>\n\n\n\n

Until the last closing of October, the number of monthly events ranged between 25 and 40. Journalists consistently accounted for between 8% and 13% of the total recorded incidents.<\/p>\n\n\n\n

Which What has changed in recent months is the severity of the actions and their consequences for the people affected.<\/strong><\/p>\n\n\n\n

During the first quarter, brief detentions predominated, accompanied by short-term enforced disappearances, interrogations, threats, and surveillance. Subsequently, the pattern evolved toward more prolonged and harmful forms of repression: extended imprisonment, criminal proceedings, prosecutorial requests for harsh sentences, obstruction of legal appeals, pressure to leave the country, and reprisals against family members.<\/p>\n\n\n\n

The escalation, therefore, is explained by the shift from temporary harassment measures to punitive mechanisms that compromise freedom, security, and the practice of independent journalism for longer periods.<\/p>\n\n\n\n

O<\/strong>repressive operations linked to specific dates and activities<\/h3>\n\n\n\n

The records also show that the peaks in May, July, and September were related to specific dates and activities, around which the authorities deployed simultaneous surveillance operations, mobility restrictions, and house arrests against several journalists.<\/p>\n\n\n\n

On July 2, during the reception organized by the United States Embassy in Havana for the anniversary of American independence, nine repressive events against journalists were recorded in a single day.<\/p>\n\n\n\n

On September 18, several journalists and media workers woke up under police surveillance or confined to their homes to prevent them from attending the \u201cAmerican Nights\u201d event, organized by the U.S. Embassy. Among those affected were Camila Acosta, Yoani S\u00e1nchez, Reinaldo Escobar, Boris Gonz\u00e1lez Arenas, Yunia Figueredo, and Frank Correa.<\/p>\n\n\n\n

On October 1, surveillance actions were also recorded against members of the Fuera de la Caja audiovisual project and other people, with the purpose of preventing her attendance at the trial of Anna Bensi and her mother.<\/a><\/p>\n\n\n\n

These episodes demonstrate a pattern of preventive repression: the authorities identify activities that may encourage encounters between independent journalists, activists, and international representatives and deploy measures to prevent their participation.<\/p>\n\n\n\n

From brief arrests to prolonged imprisonment<\/h3>\n\n\n\n

One of the most worrying changes identified by the Monitoring team is the increase in cases where harassment leads to prolonged deprivation of liberty and criminal proceedings.<\/p>\n\n\n\n

Journalist Henry Constantin, director of the Cuban newspaper La Hora, was arrested on September 16 and taken to Kilo 7 prison in Camag\u00fcey, where he has been incarcerated for over a month. His case represents one of the most serious examples of the escalating repression against the independent press during the period under review.<\/p>\n\n\n\n

The situation of content creator Eduardo \u201cEddy\u201d Ceballos.<\/strong> On May 25, he was charged with \u201cswindling a tourist,\u201d one day after posting a video about an abandoned military zone. In June, his mother reported that he would be tried in a military court for alleged espionage. Ceballos remains in pretrial detention at the Combinado del Este prison.<\/p>\n\n\n\n

Another case is that of journalist \u00c1ngel Cuza Alfonso, who was violently arrested on April 30 in a public place while with his minor daughter. He was subsequently charged with a new offense and transferred to the Combinado del Este prison.<\/p>\n\n\n\n

These cases show how the authorities use the penal system to prolong the consequences of persecution and turn the exercise of freedom of expression into a reason for criminalization.<\/p>\n\n\n\n

However, the severity of brief detentions has also increased. The case of Francisco (Frank) Correa demonstrates that even short-term deprivations of liberty can include particularly degrading and dangerous practices.<\/p>\n\n\n\n

On August 19, Correa was detained while conducting an interview and remained in custody for several hours. Agents confiscated money and his Diario de Cuba press credentials. He was later abandoned in Candelaria, Pinar del R\u00edo, far from his place of residence. <\/a>The journalist was only able to return to Havana in the early hours of the morning, first in a cargo truck and then on foot.<\/p>\n\n\n\n

This episode documents a form of punishment that combines arbitrary detention, incommunicado detention, confiscation of belongings, and abandonment in remote locations.<\/p>\n\n\n\n

Pressure to leave Cuba as a mechanism of repression<\/h3>\n\n\n\n

Another relevant element is the use of forced exile as a mechanism to neutralize independent journalists and communicators.<\/p>\n\n\n\n

During 2026, Cubalex recorded four attempts to leave the country, all between July and October. In these cases, the authorities used threats of imprisonment and potential criminal proceedings to pressure the affected individuals to leave.<\/p>\n\n\n\n

Austin Llerandi, director of Amanecer Habanero, left Cuba in September with his pregnant wife, after receiving threats of imprisonment from State Security.<\/p>\n\n\n\n

On October 19, journalist Jos\u00e9 Antonio L\u00f3pez Pi\u00f1a received a two-month ultimatum to leave the country, under the threat that the authorities would fabricate criminal charges against him if he did not.<\/p>\n\n\n\n

These practices aim to expel from the public sphere those who document, denounce, and question the regime's actions. Exile ceases to be merely a consequence of persecution and becomes a tool used directly by the authorities to silence critical voices.<\/p>\n\n\n\n

The harassment also extends to journalists in exile and foreigners<\/h3>\n\n\n\n

The persecution does not necessarily end when journalists leave Cuba. Cubalex records also identify transnational harassment against journalists who continue their work from other countries.<\/p>\n\n\n\n

Journalist Jos\u00e9 Luis Tan, exiled in Mexico, received threats via social media, including death threats. Between July and September, four such incidents were recorded. The reprisals against his mother, who remains in Cuba, are part of the same pattern of pressure exerted on the journalist through his family members.<\/p>\n\n\n\n

Furthermore, Magdiel Castro was questioned at the Cuban consulate in Spain by an agent carrying a folder containing his publications. This incident demonstrates that surveillance and intimidation tactics can extend beyond national borders.<\/p>\n\n\n\n

A pattern of sustained and selective harassment<\/h3>\n\n\n\n

The repressive apparatus maintains constant harassment against a group of journalists and media workers through surveillance, summonses, threats, restrictions on movement, and police checkpoints. Regarding some of these individuals, The authorities subsequently escalate to more serious forms of persecution: prolonged detentions, criminal proceedings, imprisonment, or pressure to leave the country.<\/strong><\/p>\n\n\n\n

LThe repression against journalists and independent media workers in Cuba has intensified in severity<\/strong>. The fundamental change lies in the transformation of repressive methods and their consequences: from brief detention to prolonged imprisonment, from intimidation to criminal prosecution, and from harassment within the country to forced exile and transnational persecution.<\/p>\n\n\n\n

This week's escalation once again demonstrates that the Cuban state does not limit itself to reacting to specific publications or complaints. <\/strong>It also uses preventive surveillance, summonses, and movement restrictions to prevent journalists and media workers from exercising their rights, establishing contacts, and participating in national and international exchange spaces.<\/p>\n\n\n\n
