Fewer public protests were recorded, while repressive events and the number of victims increased slightly compared to August. Monitoring data alone does not allow for determining the causes of this decrease. Havana had the most incidents, and Camag\u00fcey, home to the prison with the most problems, came in second. Repression affected members of independent civil society and people without organizational ties in similar proportions.
