The national deputies don't know how the political and electoral system works.

Let's begin this analysis by stating that national deputies are not professionals, with the exception of the directors of the organs of people's power and, of course, the members of the Council of State. In Cuba, there is no academic training program for politicians, except for the Nico López School of the Communist Party of Cuba (PCC). They don't know how the political and electoral system works; otherwise, how can we explain the doubt expressed by Pedro Esquivel, the Deputy for the Cotorro municipality in Havana, and I quote:

“The foundations of the proposed constitution It does not clearly explain the role of the party. as has been the case until now with regard to defense, The explanation regarding the president of the country is clear, but not the explanation regarding the first secretary of the party in the province and in the municipality., Nor does the project clarify what happens to the party's first secretary during the three years he is not president., While the role of the party is clear”"(In the end, I didn't understand if he understood the role of the party)

The Deputy doesn't know that in Cuban elections (at least formally) no political party participates (of course, there's only one officially recognized party). Those nominated as candidates for National Deputy, like himself, are indeed elected; because the only lists (for National Deputy and Provincial Delegate) have as many candidates as there are seats to be filled in the municipality's upper house. That means that He did not have to compete for his seat in parliament.

Their nomination and actual election do not depend on their voters, but on the Candidacy Commissions, which act as a filter for the CCP; that's why they don't need to campaign or present their own electoral program. This explains why their concern is focused on the role of the party.
