Complaint against ETECSA's rate hike

ETECSA's new tariff structure restricts national internet access, increases the cost of telecommunications services, and deepens digital exclusion. This measure—supported by Prime Minister Manuel Marrero and President Miguel Díaz-Canel—conditions full internet access on those who receive remittances, limiting fundamental rights such as freedom of expression, access to information, and civic participation.

The National Assembly of People's Power not only ignored the massive rejection and student protests demanding the repeal of the "price hike," but also omitted its constitutional duty to oversee, revoke measures contrary to citizens' rights, and guarantee universal and equitable access to the internet.

This complaint, based on Article 61 of the Constitution, denounces the violation of human rights, political control over telecommunications, and the lack of state transparency. It is a civic act to leave a historical record of our opposition and to demand a democratic future where connectivity is a right, not a privilege.

ETECSA's new rates not only make the service more expensive: they deepen digital exclusion and restrict rights that belong to everyone.
