This Saturday, Cubalex presented its paper, "Legal Obstacles to Humanitarian Assistance in Cuba and Their Impact on Social Policies," at the 36th Annual ASCE Conference in Miami. Before academics and specialists in the Cuban economy, the organization's executive director, Laritza Diversent, outlined the paper's central thesis: in Cuba, the main obstacle to aid reaching people is not logistical or solely external—it is a deliberate legal framework that transforms the State into the exclusive recipient, filter, and distributor of assistance. The presentation covered the four channels through which aid enters the country, the historical timeline from the 2019 Havana tornado to the codification of the monopoly in Decree-Law 16/2020, data from Cubalex's monitoring—300 documented events since 2022—and the challenges for a changing landscape.
