Monthly Report on the Human Rights Situation in Cuba | February 2023

In a context where Cuban citizens are unable to achieve a dignified life due to the failure of the state to fulfill its obligations, repression is widespread and sustained over time.

During February 2023, the human rights situation in Cuba continued to deteriorate. The two main contributing factors were state repression and the authorities' failure to meet basic social needs, such as the provision of electricity, medicine, and food. In a context where Cuban citizens are unable to achieve a dignified life due to the state's failure to fulfill its obligations, repression is widespread and persistent.

Among the incidents recorded by Cubalex, the practices employed by state agents stand out. Most of these incidents occurred in Havana, although they also took place in Matanzas, Camagüey, and Mayabeque. An increase in repressive practices was recorded in February.
