Cuba in numbers. Monthly report on repression | September 2026

EXECUTIVE SUMMARY

September left a clear message: the repression was concentrated in prisons. Nearly half of the incidents affected incarcerated individuals, some of whom protested within the detention centers, even staging hunger and thirst strikes. Communication restrictions reached their highest level of the year; for nearly a week, relatives of prisoners in dozens of facilities were unable to contact them and were left without any news.

Fewer public protests were recorded, while repressive events and the number of victims increased slightly compared to August. Monitoring data alone does not allow for determining the causes of this decrease. Havana had the most incidents, and Camagüey, home to the prison with the most problems, came in second. Repression affected members of independent civil society and people without organizational ties in similar proportions. The month was marked by almost daily blackouts, food shortages, and unpaid wages.
